Crank pulley/harmonic balancer. 200 1993

I have run into a problem,i have the crank set to TDC i.e. the notch of the belt guide is at 12 o'clock but when i put the pulley on the shaft it is way off,like 10 o'clock,am i lining it up correctly.
Here is how i am doing it,there is 2 notches in the belt guide(big washer),one goes into the cog on the crank gear,the other goes into the slot on the pulley.I don't see any other way for it to go.Is this not right?
