Can someone confirm this? 200 1993

I was told by a Volvo technician thru the parts guy that the crank pulley/HB
does not have to be locked into place by the slot ,he says the torqued crank bolt will hold it.
I find this hard to believe,can someone clarify this for me.
I thought it had to mesh with cog on the crank gear,or mesh with the tab on the locator washer.The locator washer meshes with the cog on the crank gear only.
I tried to buy a new locator washer and there is no tab to lock into.
There is only one notch and that locks into the crank gear.
So what is the purpose of the slot in the Harmonic balancer/crank pulley?

Does anyone agree with the tech. and if so why.
I hate to put it back together like that.
