As I've been following this post, I'm even more convinced I'm having similar issues (though not nearly as severe). Some carb cleaner sprayed on the throttle shaft dropped the idle (on the back carb) and your description of trying to tune the carbs (and the sucking noise) sounds just like what's going on with mine.

I'm gonna save up, however, and send em off eventually to have the throttle shafts redone. But I'd love to see a photo description of how it goes when you try it yourself (who knows, maybe I'll get inspired!) Good luck!
