Cold start issues: OK, now I'm mad 700

1990 Volvo 740 GL. Regina. Has issues starting whenever it's below 20 degrees F.

TSB for the cold start injector has been applied.
Idle stabilizer swapped out.
Many vacuum leaks fixed.
New plugs.
New wires.
New coil.
Cleaned throttle body.
New air filter.
Fuel injector cleaner several times -- the good stuff with Techron in.

Still has trouble starting. Gas smell in exhaust. Turns over & over , nearly catching, then finally catches and runs rough.

I'm mad. Today I did more stuff. I'm going to figure this out and fix it.

Today: I added hose clamps to the end of nearly every vacuum hose in the engine compartment whether they needed it or not. I tested many of the hoses with the mityvac. Tested the manifold gasket with spray fluid, no change in idle.

I added octane booster to the gas to see if it makes a difference.

I swapped my radio suppression relay with the identical one there that runs the fan.

If it happens tomorrow, I'm going after the temp sensor and the rpm sensor. I've had it.
