No start, no fuel, no spark? A brick newbie... 200 1992

Well, I've jumped head first into the world of Volvo ownership. In looking for a cheap car to last me a few months, I bought a '92 240 for $500 2 months ago. Of course I've come to love it and I will make sure to extend its life to the fullest.

When I bought it, it had a rough idle, and just a few days later it would start stalling on me at stop lights. I got under the hood and under the car and gave it a pretty good check overall. Because of the rough idle I replaced the fuel filter, adjusted the throttle up a tiny bit, and put some injector cleaner in with the next tank of gas. Not as much stalling anymore, but the rough idle was still there.

This all lead up to 2 weeks ago when it just died on me at an intersection. After finding out how hard it is to push a brick down the street by yourself, I got it home. The car would crank but nothing else would happen. After scratching my head for a week and throwing my worthless Haynes manual around, I finally found this board.

I have been reading up quite a bit on the problems that others have had and this is what I have tried to check.

Electrical:

--Battery connections are good

--Couldn't really tell if I was getting a spark from the ignition coil wire when I pulled it and put it to the engine block

--Ignition coil ohm'd out as good

--Realized previous owner had put plug wires on in wrong order and fixed it

--checked for good voltage at that thing just behind the drivers side headlight (sorry manual not in the house right now)

--eventually bought starter spray and the car gives more than just a dry crank with it. It sounds as if it would start but it just doesn't have gas

--CPS wire sheath is frayed and probably should be replaced, but it seems that i'm getting a spark from the before mentioned step.

Fuel:

--no click or fuel pumps running with key to on position

--fuel relay does not click over. Verified visually with the relay cap off and the key in the start position

--jumped left side of 4 & 6 on fuse box. pumps run, but if I try to start it this way, still no start. Also the pumps sound more like radio static than pumps (maybe I'm just over sensitive to it now)

So, I guess my problem is that I think it's the fuel relay, but when I bypass it with the jumper on the fuse box, it still doesn't start! And if it was not the relay, but it was the pumps, why wouldn't the relay click over? Is there some common connection that I'm missing? I'm really trying not to just throw money at it until its fixed.
