B23E idle adjustment 200 1980

Hello, I am trying to adjust my idle as it is a tad igh (approx 1150rpm). The grub screw is all the way out so I am wondering if there is another adjustment I can turn down to do this. The car is an 1980 244GL which had a 1982 B23E transplant. There is a large plastric thumb wheel on the base of the fuel injection, is that what I play with? Also it idles a bit rough, checked vacume lines, new inlet man gasket, new injector seals, great compression on all 4, is it worth trying new plugs? Anyway of cleaning the combustion chamber/valve seats without taking the head off or am I best ignoring it? Valves are a little tickety also......
