looses power, blows a few psi, feels like fuel starvation 700

cleaned fuel filter
changed fuel pres reg
cleaned and re-tightened all intake piping but car does not blow black smoke so does not seem likely of air restriction
also has some boost therefore not "low fuel cut out" or "overboost (tried new cut out) cut out"
feel it might be a temperature sensor telling computer to limit fuel under cold but i have never heard of that
anyone!!!!!!!!!!!!!
