Stiff steering - what freezes up exactly? 200

My 89 240 backup car has hard steering eg. with the wheels in the air and the motor running it's hard to turn the steering wheel.

I've never had one freeze up like this. And I've never had a steering rack apart. What freezes up - the worm gear inside the rack? Isn't this lubricated by PS fluid?

I thought at 1st that it was a bad PS pump but if so it would have turned easily with the wheels up.
