Stiff Steering - where to start? 200 1993

I recently (4 months ago) had the shocks installed all around. Since then the steering has gotten progressively stiffer.

Where to start?

When I have it jacked up the wheels are not very easy to turn when I grab the tire. It seems as though some spots are looser than others.

How does one tell which component is the culprit. When I read the FAQ, it seems I can chase in several directions. Does anyone have a Bentley to steer (no pun intended)me in the proper sequence of troubleshooting?
