Exactly WHERE do the IPD upper strut reinforcement plates mount? 200 1993

I'm preparing my 93 245 to be the last car I will ever own. Having new TRW ball joints, new OEM upper strut mounts, and new OEM tie rod ends installed. I also ordered the IPD upper strut mount reinforcement plates. IPD's instructions are to mount them "between the body and the upper strut mount bushing"...WTF??? I cannot see where this "bushing" is. Do they mean that it goes inside the tower between the sheet metal and the upper ball-bearing strut mount? I would think this makes the most sense.
What do you all think?
