Great News! I found the Owner of the abandoned car 700

Hello brickters,
I'm very excited cause I might be joining the RWD club again! There is this 89 760 Turbo that has been sitting for a while and I finally tracked down the owner. He claims that the car starts and runs great (course it has been sitting for about 6 months) but it won't get over 13 mph. Sounds to me it is in Limp Mode, and probably needs a new AMM. Also, they changed the 700/900 FAQ since I last looked at it. Where is the OBD I instruction + codes? A link would be great! the car looks good, I'll check the oil and battery. I want to offer this guy 40 bucks for the cars since he just left it, hopefully he will take. Anything else I should look at before purchasing a car that has been sitting for 6 months, and doesn't go over 13? I'm meeting him at 5 to check it out.
