Bulb out relay 960 900 1996

Sorry about the duplicate post, I accidentally posted this in the wrong forum.

Just found out my brake lights are all out. The bulbs appear to be OK by looking at them, I'll put a meter on them when I get home. The bulb out lamp on the dash does not illuminate. My cruise control does work. Is it possible for the relay to be bad and still have a functioning cruise control? Also, where is the relay located in a wagon, it's a 1996
