Low idle when in park or drive -- 94 940 900

Where is it located?

I definitely have a vaccum leak but can't find it (a/c/heat vents are erratic and cruise control is weak), could this be an issue w/ the Idle control valve?

What does the adjustable bolt that has two plastic ends and 2 8mm nuts do? I have adjusted that before to increase the idle but its results seem to be erratic. The reason I adjusted it was I put a b230 engine from a 240 into my 940 and it was idling too low after that swap. (Other then that the engine runs incredibly well).
