Fuel Delivery 900 1994

I have a 1994 940 non turbo with a loud buzz at the fuel filter underneath the driver's side seat. I don't know if I have a Regina system or not as I don't know what this means. What I do know is that I have two fusses for fuel pumps, # 1 for the main pump and #11 for the in tank. If I pull #1 while running the engine stops as expected. If I pull #11 the buzzing stops and the car idles somewhat poorly. I pulled the return line off of the fuel pressure regulator (Bosch) and NOTHING came out. From what I have read I expected at least some fuel to be returning if not a lot. If the regulator failed I would have expected excess fuel to the engine but it never flooded? My questions are:

What is a Regina system?

The FAQ indicates that a 1994 940 does not have an in tank pump but I believe I do have one. What's up with this?

Where is the check valve located and if it fails what happens?

Any thoughts on why I have no flow in the return line but yet the car idles okay?
