What are reasons I get no codes when trying to retrieve them? 200 1990

I have been troubleshooting a no start condition and I've tried to read the codes to see if they might give me a clue.

Unfortunately when I go through the described process:

put jumper wire into slot (2 or 6), turn key to position 2, press button longer than 1 sec., no longer than 3 seconds, read sequence of LED flashes...

the LED lights when I press the button but no lights flash after that.

the wires to the code block seem ok...

anyone ever experience this... do I have the sequence correct?
