Belinda,
Fog lights are best mounted low to the road to assist their function of showing the road by lighting under the fog. The fog lamps in the rally car photo are between the bumperettes for some protection. It looks like a reasonable installation for the round type lights however rectangular style could probably be mounted below as long as your not in the habit of travelling through the tall grass or snow banks. (I'm sure you've noticed the fog lights on the new cars being mounted lower than most other lights.)
