idle issue 900

1993 940gl non turbo sedan 195K.at idle. idles fine,but when i increase RPM over 1500 it goes back smooth but stops at 1500rpm for about 10seconds and then back to .7.i have tune up done,cleaned the throtel,and idle valve.is it possible a vaccum leak?or somethiong else?no codes.thanks
