'84 245 Turbo Engine Almost Dies When Throttle Is Closed 200

I'm working on an '84 245 turbo with the M46 transmission. When one drives it and lets off of the gas as when preparing to stop or shift gears, the rpm's drop way down and then the tach can be seen to "bounce" back up and it indicates the correct 900 rpm. I've checked for vacuum leaks, etc. and the constant idle system was also checked/set.

Any ideas what would be causing it? Sometimes, the engine will die when this happens at the most inconvenient times. I sort of suspect a dirty/non-functioning air motor, but I'm not an expert by any means.
