How To Re-Do / Repair Cruise Control ??? 700 1988

1988 Volvo 740GLE Wagon. Just got this car about 2x months ago. There is cruise control switches at steering wheel left built into turn signal piece. There is behind carburator wheel a vacuum device and vacuum lines from it. There is in place a fuse for cruise control(which also handles a few other items). So based on all this I assume this car is set up for cruise control. However cruise control does not work at all. Perhaps a previous owner un-did it ? How do I check ? How do I re-do the cruise control ? How and what do I repair ? Thanks very much.
