DIESEL - no uphill power at all?

I'm not at all familiar with the Volvo diesels but it seems to me that you've got either a fuel starvation problem or an air flow problem. Check the muffler and make sure it hasn't collapsed. Check the intake and make sure there are no bird nests or whatever blocking the in intake. If you are satisfied that there are no restrictions in the path for air and gases, the only thing left is fuel pressure and timing on that injection pump; neither of which can I make any suggestion at all.

I just thought of the turbo; is it spinning freely? If it is seized, that would be a big problem.
