Overdrive Light Won't Go Off!

Hello

I have a 1987 240 wagon automatic. When I purchased the car the overdrive worked like it should but the arrow light on the instrument panel stays lit from the time you start the car until you turn it off.

So I just put a new Relay Switch in and it did not make a difference. The overdrive still operates like it should but the arrow light stays lit from when you start the car until you turn it off. And when you shift from 4th to 3rd and back again to 4th the light never blinks or changes.

Could it be the fuse? Does the fuse only control the instrument panel "arrow" light?
