Overdrive Light Won't Go Off!

"So I just put a new Relay Switch in and it did not make a difference"

That's confusing. The Relay and Switch are two different things. The relay is controlled by the (shifter) switch.

And in turn, the relay controls both the light and the solenoid. With a good (and correct) relay, it's output (87 and 87a) are either +12V or grounded.

• Relay/OD "On", +12V powers the solenoid and turns the light off (+12V on both sides)

• Relay/OD "Off", the ground drops the solenoid and turns the light On

I think your OD relay is bad/damaged.

An OD relay printed circuit can be blown if the OD circuit is overfused and an external problem draws too much current through the relay. The relay will still "toggle" on and off (controlling OD), but the light stays on (only slightly dimmer) by grounding through the solenoid when the relay is Off.

Fuse 11 should be 16 Amps (red).
