fuel pressure regulator 700

If you have fuel pressure when cranking and spark is good (as I think you've said) then it should fire — IF the injectors are being triggered. They get their voltage from the Radio suppression relay, which is a known trouble spot. A search here on RSR will tell you a lot. I can't say where your RSR is locate because down here in this thread I forgot if or where you mentioned the year.

Also, $6 or $7 "noid light" (NAPA, etc.) connected to an injector plug will quickly tell you if they are getting voltage from the RSR and control from the ECU

IMO, the quick pressure drop is a separate issue and should not relate to the no-start. Save it for later. I wouldn't sweat the pump either if the cranking pressure is OK. Same for the Regulator.
