Regina Oxygen sensor testing 700 1990

I have a lit CEL. Pulling the code gave me a 2-2-1, which for Regina is listed as Oxygen sensor not operating.

Today, after getting to work a little early, I grabbed a multimeter and measured the voltage on the black sensor lead. With the engine at idle it sat at .004V and did not move.

I didn't have anyone handy to try different RPM, bu with a reading that low, is there a point to further testing?
