Handbrake Repair 700

I have a 740 Turbo wagon but this applies to all 700 series cars in the rust belt. Does anyone make a repair kit for the two flanges welded to the rear axle that attach to a yoke on the handbrake cable? What happens when this rusts away to nothing? NO MORE HANDBRAKE.

I'll likely measure up the remanants and design one so my local machine shop can fabricate a replacement. The replacement procedure would be to grind off the old one and weld on a new one. If welding isn't so swift I may try big ears on the replacment part and hold it on with radiator clamps over the ears. Short of buying a replacement rear axle from sunny southern California I don't know what to do.
