Speedo Won't Read Above 45mph 700 1992

After the speedo died in my ’92 740, I replaced the leaky capacitors and it started working. Problem is, it won’t read above 45mph. I tried putting the needle back on in different positions but all that did was cause the speedo to be inaccurate. Any thoughts or suggestions?
