vibration in steering wheel when turning and pressing brake when moving or still 200 1989

I have an unusual problem I have never encountered before. I have an 1989 Volvo 240 GL sedan and I get a vibration in my steering wheel when I turn left or right and step on the brake at the same time. This happens whether I'm driving or when I am parked. There is no vibration when I turn and don't step on the brake. It only happens when the brake is pressed. I know the lower steering u-joint is bad, I'm getting it replaced this weekend but I don't see how pressing on the brake would make my steering wheel vibrate, especially if the car is not moving. Any suggestions on this one?
