Weird Cruise Control Behavior - 940 Volvo 900 1993

Obtained replacement pump off of ebay. Cruise control now works - however, only below 45mph and above 65mph. Between 45mph and 65mph, the cruise will not engage. At speeds where it will engage, it works flawlessly. Any explanations?
