1992 740T Wagon Fuel Line/Leak 700

I have a 1992 740T wagon, which has developed a fuel leak where the line comes out of the fuel filter going to the engine. I haven't personally looked at the line, but the guy working on the car says it is a real hard black plastic type material with a rubber protective coating or sheath. From reading here I am assuming this line is the nylon type.

The leak developed where the line meets the barbed connector coming out of the fuel filter.

Can this line be spliced, if so what are the best materials to use, and what is the best trick to get a barbed fitting back into the nylon/plastic type line?

If splicing is not an option due to pressure, is replacing the whole line the only option? If so,where is the best (cheapest place) to purchase this line?
