A/C has been "hotwired'? 900 1993

Looking at a 1993 940S wagon - A/C compressor won't cycle. I looked around under the hood and noticed that somebody has cut one of the green wires from the switch on the dryer, and spliced a long wire to one side of the switch, but the wire is not connected to anything.
Could this be a way to "hotwire" the A/C so that the compressor stays on all the time. A quick fix for a problem in the dashboard controls?
Also, the switch on the dryer is wrapped in electrical tape. Could the switch have broken?
