Fried ecu? 700 1990

Does anyone out there know if an ECU will fry (cook, ruined) by a battery charger?
I am trying to figure out why after changing my ect sensor two times, I am still getting fault codes 123 and 224 both of which point to a fault in that sensor. I went ahead and took ohm and voltage readings at #13 and 5 at the ecu and although the ohm reading at (68F) was within normal, the voltage reading was way high, like 11-12 volts. I read that NO voltage would indicate a bad ecu but is that the case with a high reading? I do know that when I had the charger hooked up the car did some strange things. The car does start and run but poorly and with the codes mentioned above.
