Fan won't shut off, even after new switch installed 200 1989

My A/C fan has been on for as long as I have owned the car. I can turn the switch and it will increase to 2, 3, and 4. But it remains on 1 even when in the off position. I have tried installing a new switch, and after much cursing and a very frustrating installation, the fan remains on.
