relay question 200

My car will not start. I bought all new pumps. The car is getting air and a spark. I jumped 4 and 6 in the fuse panel still not start. Is it possible that the relay is bad even though I jumped 4 and 6 and it still did not start. I am certain it is a fuel problem, because I sprayed either in the air intake and the car starts and runs, but dies when it burns up the either. Please help havent had a car in a week.
