Tinkered with Fuse Box, Now Wipers and Horn Don't Work 700 1986

I had the infamous fan blower motor/burned fuse at #16 problem. Fixed that, but now horn and wiper don't work (they didn't work when I got the car last week, but they worked temporarily after I jiggled the wires below). It's really hard to reach below the fuse box. The fuse is fine and I suspect it's the wire connection below. Any tips? Thanks in advance.
