Airbag Deployment = No Start? 200 1990

My wife barely rear ended another car with her 1990 240 wagon. Nearly zero damage except the airbag deployed. The horn began to beep repeatedly and stopped once she shut the car off. The problem: The starter now won't function. It checks fine off the car. Has power through the main cable but the solenoid wire doesn't receive any when the key is turned to start. All fuses are good including the engine control system fuse under the hood. Everything else works. Is there an SRS control that prevents starting the engine? I have not replaced the airbag module.
