Kickdown cable stuck fully extended and tranny stuck in low gear. Help?? 200 1988

Hello fellas. Need your input and advice. I found an '88 240 with 220k miles and the owner wants to sell it for $500. He says the kickdown cable being stuck in the extended position is why the car will not shift out of low gear. He says a new cable put in will fix the problem. Everything else except for minor cosmetics is good for a car this age. The car runs quietly and sounds strong. I would like the rehab this car. The cable is indeed stuck. Is he right about this? Is this an easy fix or am I in for a mess. I guess for this price I could part it out if the tranny is messed up. The car is across the county from me so I guess I will have to have it towed to my home at my expense. I don't quite understand the kickdown cable and how it could cause this. Any insight and advice is entirely welcome. jg
