Advice sought re: getting a car back on the road after 15 years 444-544

My car has been off the road for 15 years. May I please have your advice on how to get her (safely!) back on the road again? The P.O. said something about adding thermo something or other to the gas tank when putting in new fuel (the tank was flushed 15 years ago but he said the thermo something or other would get rid of spiders, etc.). He also said the brakes should be gone through (yeah, that makes sense!). Any other advice? Carb work? Fuel pump?
