Temporary solution for brighter headlights 700 1989

Your situation brings to mind one of my favorite rants--folks who drive around my area (New York suburbs) in perfectly good weather with the fog lamps and headlights on (guess they think it's cool). Maybe they don't even realize their rear fog lamp is on as well, blinding following cars who wonder if this person is riding the brakes or actually on them with one light out.
