CI Mixture Adjustment 200

I have a 85 240t and when I try to adjust the mixture control unit (under basic adjustment of idle mixture with dwell meter) with the oxygen sensor disconnected I don't get any change on the dwell meter when turning the ajusting screw it stays the same 43 degrees.The dwell meter is hooked up to the red wire on the Lambda test connetor and ground.Im I missing something? When I hook the oxygen sensor back up and start the engine the meter fluctuates and im able to change the dwell to with in the range suggested.Any idea if something isn't working in te CI Fuel System or am I not reading this adjusting directions right? Thanks for any help in advance,Charlie
