inside of valve cover and favourite code 232 200

Hi
These are two separate questions.
1. I have noticed that inside of valve cover at the oil fill hole has flaky black deposits . I have cleaned whatever came off easily . The rim also used to have these black deposits but now is shining silver. Is this paint coming off or oil caked oil . I was thinking of taking cover off and cleaning the inside .

2. I have been never able to diaganose the code 232. I have changed fpr,rubber tubes, checked many times for vaccume leaks , changed intake and TB gasket, O2 sensor, once tried to clean injectors by emtying the fuel rail and filling it up with injector cleaner, cleaned their pintel caps , earth cables every where, battrey posts etc but it is there . I have noticed that car is always a fun to drive when code is not there .Started using only shell fuel. Sometimes there is smell of fuel at startup . What I am missing. Leaky injectors ? Need suggestions.
