front brake rotor installation problem 88 245 200 1988

I've just finished rebuilding all the suspension and steering in my 245. I installed Volvo brake rotors. After assembling In noticed a clunk when braking also a whooshing noise from the front end. I found that the rotors aren't seating correctly. There is a couple of cm of space between the rotor and hub. I tried reseating them but still have the issue. when I remove the small bolts that go into the rotor from the hub the rotor falls right off. I did clean the hub very well and even tried hitting them on with a mallet. They just wont go on all the way. I never had this problem with the aftermarket ones that were installed before.

Any Ideas? Im lost.
