Water leak passenger air vent 900 1991

Good Day,
I have been struggling with a passenger water leak. I think I have narrowed it down to the air vent on the passenger side behind the ECU computer. When I removed the plug cap for the fresh air intake, there was a flat plastic piece (2"x4") that I think was attached to the bottom of the plug. It fell of the plug so I am not sure how to put it back on. Does this plate serve any purpose?
Should I buy a new plug or just silicone everything up?
