variation in Idle speed while pressing brake pedal 200

If I press brake pedal multiple time in quick succession while car is idling the idle speed also dips up and down. I noticed it only today . Is it normal or idle should be constant whether brake pedal is touched or not.
The pedal as such retains assistance i.e.vaccume in the morning or when u press pedal before starting the car. The car suffers from a long term code 232.
