Third tube on top of fuel sender? 200

I have an 82 k-jet 244. I am about to replace both fuel pumps and re-hose everything. I've noticed that there are three tubes on the top of the fuel sending unit from left to right: one connects to the main pump, the middle one is the fuel return(?), and the third is terminated in a loose fiting rubber nipple - what is this and what does it do? Should it be air tight?
