1983 DL Fuel Problem 200

Hello again,
While on the highway today my 83 DL began to lose a little power
for a second then resume normal speed, this happened a dozen or
so times with in a couple of minutes. I pulled off and the car
stalled, but would start up with very little power, but idle very
low even with the gas pedal pushed down. Then would not start
at all. After about 10 minutes it started right up and drove fine
for about another 10 miles then repeated the same behavior, but
refused to start up at all.
I assume it is a fuel pump problem, but how do I determine which
of the two pumps is the issue? Or if it is a fuel pump issue at all?
