240 kind of falls on it's face off line and doesn't run to full potontial

I have a 1987 245. It has always had an anemic feel to it mostly off the line compared to a few other 240's I have driven. I don't want to give the wrong impression about the way it runs.

It doesn't miss, or run poorly, but just doesn't seem to have much @$$ off the line, and kind of feels like it is falling on it's face. Like there is more there, but something is holding it back. I have tried all the obvious stuff: Tune up including the airfilter, wires, cap, button, plugs. Speaking of the air filter, a good description of how it runs, is like it would run if the air filter was plugged, that is how it feels.

I also put a known good AMM on it from a 244 of my step sons that runs like a scalded dog compared to mine. MUCH more power off the line, and cleaner running. But,I had to scrap it because he trashed the rest of the car. Any help is appreciated.
