Again Mileage BF230T & FPR 900

I posted this under ALL as it applies to the red-block 230T as used in many others than the 900 Series.
In the last two weeks (3 to 4 full tanks) my MPG increased by 15% to 23.6 mpg with all around driving and no changes. I did notice a whining sound from what I expect is one of the fuel pumps. I did replace the under car pump, filter and check-valve 27K ago so must be the in-tank one.

Car was harder to start in the AM and after sitting a while, but ran fine. This made me suspect the fuel pressure regulator (FPR). I had planned on replacing this for a while now and finally ordered one from www.thevolvopartsclub.com as their delivered price is less than $53 and was the least expensive I could find. Pleasantly supprised I received the part 2 days later and in a genuine Volvo box and being a genuine Volvo part.

Changing it took 15 minutes (I wonder what the Stealership charges) and I discovered my old one was bad as there was no pressure on the rail, I just disconnected the fuel-lines without any fuel spillage.

Car starts better than ever (within 2 seconds)and runs/feels the same. So here is the thing my mileage went down/back to the old 20 mpg average, hence you must be getting better mileage if the FPR doesn't work.
Maybe I'm onto something and have to put the old FPR back in and live with the 20 second/twice try starting in the morning. Will that cause my fuel pump(s) to go bad?
