Access to relay strip behind the dash 200 1993

I am having a problem with the headlights on my 240. Parking lights come on, high beams toggle, but low beams don't come on. Classic pointer to the headlight relay or connector. On this model the relay is behind the dash on the strip with some other relays (power locks I think). I can still hear it clicking, but no lights.

What's the best way to get to this relay. Can I go in through the vents somehow? Or do I need to pull the center console panel? Or?
