fuel codes and bad mileage - what's up? 900 1994

I have been looking at a buddy's 1994 940 - B230F with Rex/Regina fuel system.

We pulled 2 codes out of the fuel computer
2-3-1
2-3-2

which I believe the book says are lean/rich at idle AND part load.

It's getting decent mileage but not nearly as good as it used to get. Around 15-20% worse.

We tested the O2 sensor, and it seemed to be working just fine.

I don't really have any experience with the Rex/Reg fuel system, and I don't really know what to look at next.

Any ideas?
