How to replace "check engine' indicator bulb on 1988 240 DL 200 1988

Hi - I have a 1988 Volvo 240 DL and it just recently failed Washington DC inspection due to a "non operational indicator light (no engine light)." I'm still not completely sure what that means.... but I'm assuming it means I need to replace the "check engine" indicator bulb. Is this correct? If so, how do I replace the bulb? FYI -- The "check engine" light is not on and it does not light up when I start the engine. Thanks very much in advance.
